Retarder Problem

I have a 2001 U320.  The retarder has worked flawlessly during the time I have owned the coach approximately10 years.
The coach has been in storage for 3 months.  Yesterday when I took it out, while driving I noted the Retarder would not come on or activate when I release the accelerator pedal, but would come on when I applied the brake pedal. I would appreciate any suggestions as to the problem.

That would occur if retarder switch is ON and Joy stick is all the way forward.  Works this way in my 2001 U320
