A carpet steam cleaner with a hand held attachment. We sprayed the blinds with Folex from Lowe's and then used the machine to "wash them" and then suck the water out of them: did them in place and they came out like new
One of the older members told us about Folex: it's great and not expensive.

My local Lowe's doesn't do rentals but Home Depot does and they have Folex.
