Wild guess, but maybe for safety? A vertically open window, open at the bottom, is much easier to fall out of than a small horizontal T-slider. Plus with a vertically-opening unit you don't have a larger single pane that doesn't have a bar obstructing the view midway up (or 2 bars if the window is open.)
Also, none of the coach windows open vertically - all are horizontal slide.
