undercarriage panels, fuel lines, fuel pump

I have a 1995 U300 and am having a bit of a problem currently.
I believe there is an air leak in my fuel system somewhere between the tank and motor. My first question is, are the bottom panels removable for access to in frame components. IE: fuel lines. Where is the fuel transfer pump, (fuel lift pump?) located and could this be part of the problem?
I had a diesel mechanic friend come over and spend a couple hours trying to get the coach started. He applied air pressure to the fuel tank, which was at 1/4 tank, remove the fuel filters and shot short blasts into the system. After a bit fuel started slowly coming out the filter housings. Filled the filters with diesel and primed using the primer pump. It started up, ran a little rough , then smoothed out. I let it idle a couple of hours and shut it off. An hour later I tried restarting it to no avail... Back to square one. any and all suggestions are greatly appreciated.

The fuel pickup isn't at the bottom of the tank, so while the gauge might show close to 1/4, you won't be able to use much below 1/4.  This keeps the pickup in clean fuel vs the area there might be sediment. 

Can you add more diesel and bring the level up to 3/8 or better?  That's about the lowest most allow the tank to go before filling up, especially because of the tank geometry and the sloshing that occurs as you turn into a fuel stop.

If you do need to access the fuel lines, they run along the ceiling of the storage compartments under the galvanized metal cover.
