Hi Beam Headlight Problem

When I did my external lighting check I noticed that the right hand hi beam light was not coming on but the left one was.  When I got underneath (with safety blocks in place) I found that the wires had simply become unplugged from the back of the H-9 bulb and was just hanging loose.  I plugged the wire back in, easiest fix I could have hoped for.  I then tested the lights again and now neither hi beam comes on.  Wonderful!  The little indicator light on the instrument panel comes on and off as I click the handle to turn the hi beams on and off but the lights do not.  I have located the appropriate relay on the panel in front of the passenger seat and nothing looks amiss. 

I wonder if there is a re-settable circuit breaker that I cannot locate.  Any thoughts?

My second set of headlights, high beams, and fog lights , will not come on unless the ignition key is turned to on... not sure if this is how they all are... maybe just mine ..
