Barry was kind enough to send me a link to Barry L's belt tensioner change out. Though Barry L. has the 8.3C in his coach, the Gates Part number 38504 that is used for both of the tensioners on his coach, is the same as the one used for the Hydraulic Pump Tensioner on our 99' 8.3 ISC.
CarQuest's price on this part is $137 (even though CarQuest and Gates seem to be part of the same company). You can get the 3804 at amazon for only $73 and change.

The bolt that comes with it is too short for our application. The original uses a Grade 8 through bolt (about 5" long and is a 3/8" X 16 threads per inch) which you can reuse and a lock nut which should probably be replaced.
The Alternator Tensioner rides on the ribbed side of the belt and is reportedly a #38516, thoughI haven't changed it yet.
Two observations about the change out: 1) although the pump tensioner pulley was bouncing to beat the band, it wasn't the source of the noise I was hearing. That was the belt itself. That surprised me, but proved to be a relief when I put an older belt on and the noise was gone. We have ordered new belts from Amazon and they are much cheaper than available locally. For example, the pump tensioner belt is about $29 for the heavy-duty Green Stripe Gates version (Gates Part# K080465HD) from Amazon and almost $45 from Carquest for the non-heavy duty version.
