1. does the norgren switch change direction of air to cylinder?
2. seems like I am not getting power to it.. where to start looking?
3. fuse under bed says its good..

1. Yes
2. I think on an '02 the power comes from the #12 breaker that is located on the breaker panel..
3. I don't know what fuse you are looking at under the bed as the breaker panel is located behind the kick panel just as you come in the front door on your right.  Reach and grab the bottom of this panel and give it a tug and all will be revealed.

it does not switch directions.. Under the bed is labeled as steps( i believe).. I pulled the cover already and it looks to be just relays .. I will check again and then verify the relay is good.. headed out to a graduation party but will dbl check.. the magnet just fell apart after I started messing with it)I tied both green wires together for now.. so I will pick another up tomorrow.. thanks for the help an I will update in a while.. thanks
I jumped the switch in the garage and I heard it clicking(with 12v) but not for sure it is working

You should be able to take the  norgren valve apart and clean the trash out of the shuttle valve and make it work again. The electrical end seldom shorts out but that can be checked with a good ohm meter.

pulled the valve apart and cleaned .. still not working.. looked behind the panel at the entry and here is what I have(see pic).. which will it be? Or which to look at?

going to have to check to see if we are getting power to the actual valve (still not sure). which number might it be? some have no labels just a number

Somewhere in your coach books you should have a B-2179 print. It will have the breaker listed as to which one sends voltage to your step.  I don't have a print for a '02 here with me but I think it is either breaker #12 or #52.  One is for the step and the other is for the feed to the norgren valve for the step well cover.  If you look at the panel the breakers have a sticker behind the wiring loom that will give you the breaker number of each breaker. After looking closer at your pic. the black squares that have labels are some of your relays, the breakers are behind the copper buss bars.

It will have the breaker listed as to which one sends voltage to your step.  I don't have a print for a '02 here with me but I think it is either breaker #12 or #52.  One is for the step and the other is for the feed to the norgren valve for the step well cover.  If you look at the panel the breakers have a sticker behind the wiring loom that will give you the breaker number of each breaker. I was able to go up to the shop today and looked at a B-2179 print for an '02 U-320.  The breaker that feeds the step  norgren valve is #12. It also is listed as feeding the TV relay.  #52 breaker feeds the step cover  norgren valve along with the 12vdc to the roof A/C system.

If it helps any white wires labeled 108 A, B, C go to the steps on my coach. Might be the same on yours.

Yes, they are.  Pamela and Mike are extremely high on our "go-to" list for help  ^.^d  I have no idea how they stay so patient with us.
