I believe it is not the paper you use, but how you dump your tank.  It takes at least a 50% full black tank, along with gravity, and at least a couple 50% dumps to clear the tank properly.

I have used Costco brand for 15 years in my rv, since it came individually wrapped in paper.  Now I use another brand they carry, that also comes individually wrapped.  I am a creature of habit.  I use "Happy Camper" each time to keep tank clean and remove odor.

Years ago, I paid a few years in a row, to have my black tank scoped and cleaned by a service.  He told me, I was wasting my money with him, my tanks were clean, with no buildup for him to clean out.

As part of his service he guaranteed tank level sensors would work.  That is how I started using him after acquiring a new to me rv with inoperative senders.

I use a "Flush King", always 50% filling black tank several times and dumping till it runs clear thru transparent fitting.  Flush King acts as a third valve and gives an easy way to refill black tank.

Nothing goes into our toilet that we have not digested. On our first trip into Mexico I saw how the bathrooms were set up to deposit the used paper in a basket. And no odor. Started the practice in our RV and we follow the same practice on our house in Ajo. We use a basket with a lid.

I'm pretty sure we would sell ours before turning the bathroom into a third world country.

I'm pretty sure that with a GDP of over 1.2 trillion dollars, Mexico is hardly a third world country.
I bet there are many places in the US that the plumbing is less than top notch.
I have lived in one or two over my lifetime.
A lot of worse things in life than putting some tp in a trash can.

Hell, I grew up using an outhouse on the farm. Try that when it is -30 and the wind is blowing 20-30 MPH and the outhouse is 120' from the farmhouse. (At least there wasn't any smell under those conditions.) Anything better than that and no complaints on my part.

The index pages in the Sears catalog went first. The ladies undergarments pages always went last. (even at 11 years old I noticed this)

A long time magic potion ...
A gallon of warm water, 1/4 cup of Dawn and 1/2 cup of Calgon bath beads (your choice of scents) into the black tank after every empty.

I've used the suggestion of Dawn + Calgon for about the past year and it worked great, no smells, until... We had major bulkhead repairs this past October-December and as part of that both waste tanks were cleaned and sludge chiseled out. Thereafter we had ghastly odors for the first time in 3-years of ownership. I tried several things, and what finally worked was something like 1/2 jug of  Aqua-Kem RV holding tank treatment. Now we have no odors and I'm back to Dawn + Calgon. I just ordered the Walex BOI-11530 Bio-Pak to try that also.

Now that I think of it, we would use the old telephone books when we ran out of Sears or Monkee Wards catalogs.
Why the old ones you ask? Ink was really dry. We even stored them in the little building with the 1/4 moon cutout on the door.

A little aside here. My uncle parked out on the side road and went in to the outhouse. My cousin and I were on the other side of the farmhouse shooting sparrows and "silo ducks" in the apple orchard with his new 22 rifle with the tube magazine. Well, of course the birds vacated the area. We were walking across from the farmhouse to the barn and my cousin saw a sparrow land on the chimney of the outhouse so he proceeded to fire about 3 or 4 shots at the bird. He must have hit the chimney because my uncle came blasting out without even unlatching the door. Pants around his ankles and Sears catalog in one hand.
He said some things I can't repeat here but that 22 rifle disappeared for many years.

I use toilet paper from box stores. I have never had a problem.. I always like the tank to be fairly full
.. I also have the extra valve which enables me to dump then refill black tank with grey water and flush the black water tank a second time..
No problems and no odor unless I leave the fan on when flushing !!! And I am currently living in Mexico,  currently at Hotel Cortez rv park... We have no problem flushing paper down the drain...Just sayin..

Such a waste of money to buy rv toilet paper, it is a sales gimmick.
Buy regular toilet paper, almost all state it is can be used for sewer systems.
I have been using this for years, never, ever had a problem.

I'm out of rv toilet paper. How bad is regular TP?

I see Amazon has rv toilet paper ...but dang, it's $3-4 a roll and promises delivery by June 2. The local Walmart doesn't have it.
Got mine from Amazon! YAY.
