For me, the new old stock ballasts available didn't cut the mustard. But Eric & Elena +3, their solution does have a down side. It's like replacing one piece of chrome trim on our automobile, it makes all the others look that much worse.
I have 3 lights with NOS ballasts, my dinette, hallway and bedroom. Today I gut and replace the dead bedroom fluorescents and that will take care of my dead lights. But. There is such a difference in light color and possibly total lumen output that I want to change them all. Now I purchased the 6,000K daylight LED strips because, well, old eyes. The warm white leds might not have such a glaring difference.
