Bill,
Let me get clear what is working/not working.
With the generator running, are all 120 VAC appliances working? Are all working except those supplied through the inverter/charger?
Is it just the monitor panel for the Prosine that is not working, or is the Prosine not charging the batteries and/or not charging batteries and not supplying 120 VAC to other circuits it normally supplies?
Things to check in order from generator: two breakers on generator, main breaker and then inverter breaker in 120 VAC breaker panel. If just the monitor panel is not working, but a voltmeter shows batteries are bring charged/circuits "downstream" of the Prosine are being supplied with 120 VAC, then turn everything off and unplug the telephone-like connection to the monitor for a few minutes and reconnect. Sometimes that resets it.
