Electric pedestal or circuit breaker box. What is the purpose of this device?

Most electrical pedestals with 50 amp service have a small cap or bar that lets me move both circuit breakers at one time.  Does this little bar or cap serve any other purpose?

That bar is so you turn on both sides of your circuit breakers at the same time.
It is 220vac broken down into 2 110vac circuits

I believe another reason is so if one circuit overloads and trips, it shuts the other down as well.

It also trips both when one trips... Most people ferget that part...
