Water Heater heating water with temperature 32 degrees or colder outside.

If you put a cube heater in the water heater compartment would the water
heater heat the water as usual without the Aqua Hot on (so the furnace could heat the motor home?)
  This is on a 2002.

The AquaHot is the water heater and the furnace.  There is no separate water heater or additional propane furnace in a coach with an AquaHot (that I know of; who knows, someone may have ordered some odd set up but it would be an exception).  You need the AquaHot on for either.  At those temperatures, you'll need to run diesel (50K BTU burner); since the 5K BTU electric element won't be able to keep up with either hot water or coach heating demands, but on diesel it should be able to handle both heating and domestic hot water needs at the same time.

You can use the roof A/Cs as heat pumps in a 2002 (usually), but they'll only work down to about 40 degrees F, after which the thermostats will likely switch to furnace automatically.
