Power Line Monitor Shows 70 volts 117 where it plugs in.

When I plugged in to the power post my Progressive Ind. surge protector indicated no errors but the Power Line Monitor showed 79 volts on  both legs.  30 Amp post.  The outlet it plugs into showed 117.  Is there any way to adjust the monitor voltage indicator.  The leds indicating polarity went out a long time ago.  Does anybody have a replacement for this.  It is handy to make sure the generator came on line correctly.  Thanks
