Filter Water Separator

This morning I started up and the engine was idling fine. Then, after a couple of minutes, the idle roughed up and it died. Wouldn't restart. I check the plastic canister on this Win filter and saw fuel about a quarter the way up the bowl. I tried starting again and it fired up and continued to run. I note, while running, the fuel level in the bowl goes almost empty and slowly recovers, then moves again toward the bottom of the canister. Is this the way it should be behaving? Could this be that O-ring issue on these things? Thanks.

I install the new 300200 filter every 2-3 years, have never had an issue.
 Why wait until your stuck ?
