It's just a DC motor. Adding a series resistor will drop a few volts for you. Make sure it is rated for enough power to handle the voltage drop and current.
If you measure the voltage and current at the motor, I will be happy to aid in the resistor selection. A rheostat instead of fixed value resistor might be best so you can fine tune it.
The manufacturer probably set the minimum voltage a bit high to make sure it starts and continues to run at the lowest setting.
