UGLY BLACK OILY THING

Anyone know what this beasty (see photo) is under the front center console, under and between the two cup holders? This oily part was noticed when when the breaker access panel was opened and peering through the center of the console.

How should I clean it up and repair the leak?

That is or was insulation for the high pressure a/c line (cold)to the evaporator. Where it me might best leave it be if your dash air works. Cleaning off may damage other components.

It's cork insulation tape,without it you'll have moisture dripping,if yours looks bad I would replace it.
