fuel sensor

bought this coach with new sensor but it does not want to work
i have removed the sensor wired it up right then turned key on with jumper to sensor and grnd wait ten second and unhook jumper gauge does not do much at all still  not working it should show empty when removed and calibrated but never goes below 1/4 tank was told it was a new sensor
so what do u people think 

this is different motorhome for me and learning alot so far just trying to get ready to move once this crap is done inthis world

thanks Jack my sensor must be bad it does nothing when we go through the programming and outside it the gauge does not go to zero either  I think i need to read the ohms on the sensor outside then put in the tank and see if there is a change in readings it could be the gauge bad the gauge unwired does not go to zero but if i change polarity on the power wires it goes to below 3/4 full

It should show a valid ohm sweep on the bench.
