After looking at the problem, I decided it could be fixed by securing the handle to the plate with a bolt and some washers. This solution had been previously suggested by Forum member Chuck (craneman) - it is not my original idea.
I cleaned out the existing hole in the handle shaft. I found it is roughly 9/64" inside diameter (measured with a drill bit) and about 3/4" deep. I got out my trusty old Craftsman Tap & Die set and decided the 8-32 tap looked like the best fit. I didn't want to take a chance on cracking the cast handle shaft by putting too much strain on it with a larger tap. The tap ran in without any problem. I then found a suitable size machine screw in my parts box and tested it to make sure it would fit without bottoming in the hole. Photos below show:
