Question on steering system

Fired up the coach this morning and as I was sitting in neutral, Brakes on. I moved the steering wheel a bit and it started oscillating pretty strongly. Pump? Steering box? Both?

Just had the filters and oil changed before our trip south. But to answer your question. It is at the add mark. But the engine is cold now.

I would think that at the add mark. It shouldn't be acting up. But then I have been wrong plenty of times :))
