Fresh water fill

I need to fill up my fresh water tank.  It has always worked.  I hook up the outside water source, flip on the switch, and it fills.
But today I turned on the switch, the light goes on, and I hear the momentary sound but the water doesn't enter the tank.  So the valve isn't opening. Would that be a bad solenoid?  Or is there something else that may be the culprit.

It could be the check valve, I had that problem.

Rick,

I suppose it could be a check valve problem but when it fails it usually does not restrict the inflow of water to the tank.  More likely it is a problem with he fill solenoid or the wiring for the solenoid. 

The check valve on your coach should be behind the hose reel on the driver side of the coach. 

The fill solenoid should be behind the water pump and accumulator tank on the passenger side of the coach.  Sometimes a sharp rap on the solenoid with the handle of a screw driver will free it up if it is stuck.

My check valve shut the water right off and as Richard said could also be the fill valve.

I hit the solenoid and I now hear a little hissing noise but I don't see that the tank is filling up.
It swivels is that normal.
I assume that the solenoid is the black thing on top of the brass fitting.
When I am hooked up to my water line from the house everything works fine so I am getting water where needed.
But I can't fill up the fresh water tank.

The solenoid can swivel, this is not problem. 
And, yes, the black thing is the tank fill solenoid.

The solenoid swiveling is normal and as you are getting water to everything the
check valve isn't the problem. Make sure you have voltage to the solenoid and you
have a good ground. After power has been on a bit the solenoid should get warm.
You may have to take the valve apart to see if you can see any thing. You could
remove the valve if you are in a bind and put a manual ball valve in its place till
you solve the problem.

We are going to back fill through the kitchen sink spicket till we can find out what to do.  I hope that won't create any problems.
We are going to a campground for a couple of days where there is only electrical hookup.
The solenoid is hot so I'm sure there is power to it. 
And it is grounded.

If you disassemble the valve you probably will find the small control hole in the valve filled with something. My was full of calcium and once cleaned works fine still. There are repair seal kits available. The solenoid is rotatable and normal. They can be changed separately if needed.
I've been using a external screen, water regulator, and external carbon filter.

Perhaps I'm missing something, but what is wrong with a manual direct fill like several members have installed? Nothing to go wrong and the water gets filtered on the way into the tank. You do have to pay attention but maybe that should be a prerequisite for owning an RV.

The only thing worse than electrical on an RV is electrical on a boat.

Rick, actually the black thing on top is a coil that operates the solenoid , the coils can go bad and the valve will not open but as Scott said the valve can stop up and cause it not to work also.  That valve is a NC (normally closed) valve that is powered open when the coil is energized.  Have someone turn the switch on and off while you hold your hand on the valve, if you hear or feel a clicking sound the coil should be good and the valve is probably stopped up.
