Is this a Safe-T-Plus mount?

Spotted this under the coach while the tire was off last weekend...anyone have an idea of what steering stabilizer this might be for? Doesn't look like the Safe-T-Plus mounts they show in their install video, but maybe?

You might try emailing your pictures to Sanfe-T-Plus and/or Hendersons parts department, as in the past they have both been helpful to me.
