there are three air regulators under the front end. one is to
control the speed of the slide floor, one is to control the
speed of the flip up stair cover. I have plumbed mine together
so one does the work of both, set at about 40psi. seems to
work fine.
my question is, does the other one control the rate that the
coach rises to ride height or does it control the fact that the
front air bags only need half the air pressure that the rear bags
require, or both.

It does both. There are threads on it.

IIRC, the one for the air bags is set around 60- 70 psi. I think it also allows the rear bags to start Inflating before the front so everything comes up even. Remember in travel mode running down the road the ride height valve controls the pressure In the bags. Look at the air system schematic in your Ft manual, as well as the HWH leveling system. You will also find 2 fixed pressure regulators hard plumed in the air hard lines at the front tanks I think . Like I said it's been 7 years or so since I messed with mine.
