Noticeable possible bulkhead issues

So I just finished completing the water flow pipe modification to relocation on the overflow on the fresh water tank.
Everything  went well except horror of horrors when I drilled the two inch wide hole in front of the Manifold and got through the inside floor skin, I noticed immediately the wood was damp.  Not wet, just damp. Winter has just ended here in Alberta and that portion would have been frozen over the winter. I suspect I may have some bulkhead issues raising there ugly head because of my find. Has anyone else had the same experience??

Any luck finding where the water is coming in?

No although there is "very slight" gapin the plastic floor cover underneath.  Possibly it got in there during wet roads. Still worries me as I wonder what the rest of the floor looks like
