Screw removal at ladder

OK.....I am trying to install hangers on my ladder to hold my step ladder. The lower hole actually lines up perfectly with the existing screw. It has been a while, but I believe that I had to replace an insert in the tube on the right and then installed a slotted screw. The one on the left spins , but won't come out. Then I tried to "seat it", but it just spins. I have no idea how to proceed, and where I might purchase another insert. Too long ago.
Any help??

I think you can get the ladder parts at  PPL RV PARTS. You might have to replace that stand off pipe to get that insert out.

The star nuts are turning inside. You have to figure out what you need to remove to get access. The sockets the stand off tubes go into with the 2 screws is where I would start.

Thanks. I forgot what they were called AND where I might have stored any spares. I knew I wouldn't have ordered just one back when. It wasn't spinning. It was disintegrated and rusted on. Had to cut it off, fought the new insert, but finally won the battle. thanks for the help.
