Convert double pain window to single pain? (door window)

This is the door window. It has been repaired twice by PO and once by me. Now it is full of water again. Window must have issues. I do want to get a new one once I figure out where to get one. But in the meantime, I have to do something with the current one. I am thinking I can remove one of the pains and make it single pain for the interim for safety reasons. Can't see to the right, it is that bad.
Anyone see an issue with that? Suggestions where to get a reasonable replacement?

I think I may have figured out why this window kept failing. After doing some research, I found that a weep hole is pretty important. I checked all the other windows and they have one. This window does not. I do not know if it is original or not. Not sure if the door windows usually have one. But is seem plausible that water got down in the track and froze pushing the seal up and letting water in.
I plan on creating a weep hole and repair the window myself and give it another go and see if it holds up.
