The 3 amp not volt fuse should have power to both sides, if not then the fuse is bad. The 5 amp,not volt fuse is for the 120 volt. With it unplugged from the 120 it shouldn't have any voltage on it. Like Brett said all of the controls are 12 volt. Please be careful while troubleshooting this as if the 120 was plugged in and you touched the wrong place you would get shocked. You might try to find a u tube on troubleshooting a Dometic refrigerator. Please be careful, I didn't realize that you didn't understand the operation of the control circuit. The upper board will need to be plugged in before it will operate on 120 or on gas.
