Still having intermittent problems with my fuel shutdown solenoid

Hi all , I'm still having random problems with my fuel solenoid on my 1990 grand villa with the 8.2 Detroit , I replaced with a new one ,I tested it before I fitted it on a separate battery not connected to the vehicle in any way, when I took the old one off ,I tested it on a battery and it worked , so I then replaced a complete new 12 gauge wire all the way from ignition to the solenoid, I also drilled a 10mm hole in the chassis cleaned it all around and fitted a stainless steel threaded bar and ran a new ground wire from this point to the solenoid , everything seemed fine the engine started and stopped as it should , but then suddenly when I went to start it the next time,the solenoid didn't click in and retract again , I've eliminated the wiring now cause it's new ,I've eliminated the solenoid itself as the problem cause that's new , the old solenoid I have kept as there is nothing wrong with it , when I fitted the solenoid I gave it power to retract it first as I  believe that if i didn't do that i stood the chance of locking in full fuel position , the rod on the solenoid doesn't actually attach to anything in the fuel governer , it looks like when it retracts ,the rack assembly moves into fuel position enabling the vehicle to start , now sometimes at random and I don't know why ,I turn the ignition on and the solenoid just won't retract,  now today ,I decided to start it and it just wouldn't start , now the weirdest thing about this and I figured it out quite by chance ,I put my foot on the accelerator pedal to the floor and turned the ignition on and immediately the fuel solenoid click and retracted ,I released the accelerator pedal ,engaged the starter and the engine started immediately and ran perfectly on tick over  without any issues whatsoever, I drove the vehicle for half an HR at least back and forth in the yard to keep my brakes and rotors all in good order , I switched the engine off , and when trying to restart again , it wouldnt retract again so I did the same pedal to the floor ignition on ,click retract and started ,switched it off , left it for maybe 20 mins ,tried again this time I turned the key and immediately I heard the solenoid click , without having to go through the process of pushing the accelerator pedal to the floor, I then sat there for at least a minute turning the ignition on and off and each time I heard the click, it is been 20 minutes pass by now since I started typing this Tex ,just tried it again , you wouldn't think there is anything wrong with it , and yet I could come up here tommorrow and it may just do the same thing not click in until I put the foot on the pedal to the floor , has anyone ever had a problem similar to this before cause it really is the most weirdest problem I've ever had with this coach , is there anything in the fuel governer itself that could prevent it from retracting, but not all the time, every time I go to start the vehicle it's 50 /50 weather it will click or not , I've had some weird and wonderfull problems over the years with different vehicles but this is mind boggling , sometimes it works sometimes it doesn't , when it starts it runs for as long as I wish it too , normally when things don't work , it's either wiring or the electronic part itself , but as I have new wiring  both ground and positive , and a new solenoid and I am still no further forth in finding out why it does this to me whenever it feels like it ,has anyone ever removed the top cover off this fuel governer , it looks quite straight forward ,I need to get the cover off to see if there is some kind of mechanical problem inside and what if anything is obstructing the governer from retracting ,but as it is at the moment it's working ok again until the next time , I'm a bit nervous about removing the cover as I'm not sure if anything might just pop out like a spring or anything , and then IL really be in trouble , is there anyone that has ever had this similar problem , whatever it is, it can't be a major issue else it would never work again or it might not ever happen again ,I just don't know what to do about this ,any help would appreciate thanks kev
