Sealand Toilet not flushing properly

We have a SeaLand #8819 Macerator toilet which is not flushing completely.  It appears that there is not not enough water in the bowl.
Foretravel checked the screen for debris and they were fine. It is happening with both toilets in the coach.
 Has anyone else had problems with this?  We have a 2009 Nimbus

One of 3 problems.  Toilet paper  or ? Has gotten around the impeller, Tp or? has dried up in discharge hose, duck bills have failed.

If when flushing it does not splash back at you,  it is not clogged pipe.

Try replacing the duckbills.

Here is manual. It does not show a check valve or duck bill but might be included in one of the piping parts. Might be in the Discharge loop kit.
